Louis Van Orden Mills, the first county executive in Orange County, died Sunday at 89, according to a Middletown funeral home.

Mills, a Republican who served as county executive from 1970 to 1977, died at the University Retirement Community in Davis, Calif., said a spokeswoman at Applebee-McPhillips Funeral Home in Middletown on Monday.

He was born Aug. 14, 1923, in Middletown.
