Kenneth Chamberlain lawyers amend lawsuit, seek new rules to handle mentally ill

Lawyers for the family of Kenneth Chamberlain Sr., the 68-year-old ex-Marine shot dead by police after a two-hour standoff at his apartment, have already filed a $21 million federal civil rights lawsuit against White Plains and its police department over the Nov. 19, 2011, incident.

But they're not done making demands on the city in the lawsuit.
