Dozens of activists shouted down officials at a Newburgh City Council meeting Monday before spilling into the street to protest the reinstatement of two police officers who fatally shot 22-year-old Michael Lembhard.

Amid the chaos, Mayor Judy Kennedy halted the meeting after 40 minutes before resuming later when tempers had cooled.
