The state education commissioner on Wednesday rejected a Rockland County woman's complaints about the sale af an elementary school building in the East Ramapo Central School District, but expressed "concern" about the way the school board conducted business.
That concern was voiced the day before the commissioner issued a stern warning Thursday regarding the district's handling of budget problems.
