More than 500 Rockland County homeowners are violating a state tax exemption program that may have accounted for some $679,000 in fraud last year alone, according to figures released Wednesday by Rockland County District Attorney Thomas Zugibe.
Zugibe said the numbers released by his office Wednesday represent the "tip of the iceberg."
