Rockland avoids downgrade but rating still low

Rockland County has avoided another downgrade by Moody's Investor Service, but the ratings agency isn't willing to boost the county's bond rating.

On Wednesday, Moody's announced that the county government has been taken off review for a potential downgrade but that it was upholding the county's negative Baa3 rating -- a notch above junk status.
