A man caught twice driving with a suspended learner's permit has been indicted by a Rockland County grand jury, District Attorney Thomas Zugibe said.
Luis Rodriguez, 28, of Queens, has had his permit suspended 23 times, Zugibe said.
He was ticketed twice at checkpoints last fall.
State Police had set up checkpoints on Seven Lakes Road in the Village of Sloatsburg at different times...
