Legislation making kindergarten mandatory for all 5-year-olds in New York will be introduced in January, Assemb. Amy Paulin announced Monday in New Rochelle.

Such a measure is needed to prevent struggling school districts from cutting kindergarten programs to save costs, said Paulin, a Scarsdale Democrat who represents the 88th District.
