Four Democrats on the Westchester County Board of Legislators are ready to break with board chairman Ken Jenkins and join Republicans to let Ferncliff Manor, a school for developmentally disabled children, relocate to county property.

However, that still leaves the school one vote shy of obtaining the approval needed.
