The family of Kenneth Chamberlain Sr., who was shot dead by White Plains police on Nov. 19, filed a $21 million federal civil rights lawsuit against the City of White Plains on Monday, citing "wrongful death and negligence."
"Make no mistake," Kenneth Chamberlain Jr. said Monday after he and his lawyers filed the lawsuit in Manhattan. "My father was murdered."
