Negotiators for Consolidated Edison and its major union returned to the bargaining table Wednesday as state regulators weighed the utility's response to a motion calling for an end to the lockout.
In its filing with the state Public Service Commission, Con Ed labeled union allegations of substandard service as "false and unsubstantiated."
