The Cortlandt town supervisor is calling for the break up of Con Edison into three regional utilities.
Cortlandt Town Supervisor Linda Puglisi says there should be separate utilities for Westchester, Rockland and the five boroughs of New York City. She says Con Ed didn't have the resources to respond simultaneously to such a widespread disaster.
