Drinking water rate increase on tap in White Plains

White Plains residents could be digging deeper into their pockets again to pay for drinking water next year.

And they can blame New York City for the higher bills.

The city's Common Council is weighing a rate increase -- for the second consecutive year -- to offset the rising cost of buying bulk water from New York City and distributing it to more than 57,000 residents.
