Hudson Valley homeowners could find themselves ineligible for FEMA aid after the next hurricane if they don't purchase flood insurance.

As people in the hardest-hit areas continue rebuilding and the federal government doles out billions in disaster relief, federal officials hope the threat of no aid is enough to convince homeowners in flood zones to buy insurance.
