Winter has barely begun, but the recent flurry of snowstorms has local governments across the Hudson Valley keeping a watchful eye on already strained budgets.
Last winter's relatively mild conditions meant snow plows sat idle, salt reserves went virtually untouched and highway departments weren't called to work overtime. Much of that surplus money was put back into strained operating budgets.
