The New Rochelle Downtown Business Improvement District, in partnership with city agencies, is inviting children 5 and older to a "Make a Gift to Give" workshop from 12:30 to 2:30 p.m. Dec. 15 at the New Rochelle Public Library, One Library Plaza.
