In the 11 years since Peter Cucullo opened his pizzeria across the street from Echo Bay in New Rochelle, he's heard endless talk of plans to make the traffic-heavy neighborhood into something nicer. The potential is there, because just behind the industrial streetscape filled with car dealerships is a bay that the city hopes to turn into a waterfront hot spot.
