With the clock ticking on Saturday's deadline to approve the budget, the Peekskill City Council on Thursday approved a $35.6 million budget for 2013 that features 18 layoffs, spending cuts and a 3.82 percent property tax increase.
The six-member council, led by Mayor Mary Foster, unanimously approved the spending package, which goes into effect Jan. 1, without discussion.
