New York City politicians often joke that anything north of Yankee Stadium in the Bronx is "upstate."

When it comes to Gov. Andrew M. Cuomo's proposal to develop three full-fledged casinos -- glitzy enough to lure visitors from the Big Apple as well as other states -- the definition is no laughing matter.
