A Brooklyn woman charges a White Plains police sergeant used a stun gun on her repeatedly even though she was not resisting his effort to arrest her.

Maria Livingston has filed a federal civil rights lawsuit against White Plains police Sgt. Stephen Fottrell that charges she was discriminated against because she is Native American.
