The New York State Thruway Authority is considering a novel way to get E-ZPass scofflaws to pay back millions of dollars in uncollected tolls: charge them less.

The authority's board on Monday kicked around a plan to reduce from $25 to $5 the administrative fee that violators are socked for breezing through tolls without paying.
