Republican congressional candidate Joe Carvin is challenging longtime Rep. Nita Lowey (D-Westchester) to a series of debates on the economy ahead of the Nov 6 election. Carvin, 57, a Rye Town supervisor, is running against Lowey for the 17th Congressional seat.
