Westchester property tax changes revive calls for reassessment

Westchester County's $1.7 billion budget for 2013 doesn't increase property taxes overall, so the county will again collect $548 million from towns and cities next year; but that doesn't mean individual homeowners won't see changes in their county tax bills.
