The City of Yonkers wants developer Robert MacFarlane to pay up.

MacFarlane bought 16 acres of land on Alexander Street for $40 million in 2004, with plans to build a mix of offices and townhomes on the contaminated site, where Phelps Dodge once manufactured submarine cables.
